Try this: Make sure that you are trying to open the Registry Editor while you have Administrator rights.

Go to "Start > All Programs > Accessories" then right click "Command Prompt" and select Run as administrator. At the prompt, type regedit.exe and press Enter.

Also, see if this page helps.

It may be that you've got a virus which is preventing you from accessing the registry and also blocking the installation of some Anti-Virus programs.

See if you can install and run Malwarebytes which might get rid of whatever is causing the problem.

You could also take a look in msconfig and see if you can spot anything that doesn't look "normal" ..... google the names of the processes you see, if you come up with any that are suspicious untick the box so they won't run on startup .... (make a note of anything you uncheck so you can recheck if need be)
then reboot, tick the ok box that appears after reboot and try to get your anti virus program installed.

To get to msconfig:

click start/all programs/accessories/run
type in the box msconfig and hit ok,
select the startup tab in the window that opens

*You might need to run some online scanners if you can't install:
