Marc Liron, a MVP, is not one to panic, so when he sends out a newsletter about a Security Alert and points readers to the relevant MS Update, it is serious.

Take a read and then download the update for your particular OS and SP. And Reboot your computer.

clicked my O/S vista home premium SP1 then download got message
(the update does not apply to your system) any ideas as to why

Have you checked to see whether it was already installed Peter? If you have automatic updates enabled it may be.

I have the same system as you and it installed on mine
