Why is it that some pages come up with something like the following just on top of an otherwise blank page

<html><body><embed type="application/pdf" src="http://www.edo.org.au/edotas/pdf/ryan.pdf" name="plugin" width="100%" height="100%">

when I am doing a Google search?

That is a line of HTML code (the language web pages are written in) which presumably your browser has been unable to resolve. This might be because the target of the code is invalid, the code itself is wrong or because it cannot open that type of file directly. If you type the URL "http://www.edo.org.au/edotas/pdf/ryan.pdf" from your example in, you can download the PDF file.
